If the commands go through sometimes and it is confirmed that it is not a priority or COV issue covered in #3 of Issue 1112: Point is not changing value above, then it is recommended to create a tuning policy that is applied to all points and add the writeOnStart and writeOnOpen marker tags to that tuning policy. If you already have existing tuning policies for points, you can just apply these tags to those tuning policies instead.
