Database Restore is an automatic write that happens when a server is restarted.
Anytime a write/override is made to input/priority 1, 8, or 17 (default) on a point, a tag gets automatically generated on that point and stores the written value (write1,write8,writeDef).
If the server is restarted during that time, the database restore will go through and write that value to the point at that same priority.
This only occurs with priorities 1, 8, and 17 (default).
If you'd like to learn how to clear/auto a database restore entirely go here.
