The FIN 5.1.3-1 (Patch) is a quick patch to the initial 5.1.3 release to resolve the browser right click popup menu in Graphics Builder issue.

There was a recent Chrome browser security update that affected the right click popup menu in Graphics Builder. This new browser update provides some new `browser security enhancements, but at the same time prevented the right click popup menu from appearing in Graphics Builder. This means this issue is not a regression on our end but a change in the Chrome internal SDK.
